The Opportunity


The Department of Parliamentary Services (DPS) is recruiting for a Parliamentary Service Level 4 Pass Office Team Leader within Security Enabling Services Branch.


The Security Division at the Department of Parliamentary Services (DPS) has oversight of Personnel and Access Security Services across the Australian Parliament House (APH) precinct. Security services includes access management (including the Pass Office), physical and personnel security, systems and capability, policy, governance, business continuity and risk management.


We work closely with diverse stakeholders who have unique needs and engage with our service delivery. We liaise extensively with other federal agencies and parliamentary departments to manage security at APH. The Division is committed to the professional development and establishing a career pathway for our staff.


We actively encourage cross-functional collaboration across a range of projects to deliver a complete and well-rounded security framework that includes policy and procedure development, electronic systems management and process implementation, risk management, access management, personnel (vetting) and physical security and compliance monitoring.


Who we are looking for


Security Enabling Services Branch is seeking a highly motivated, professional and service focused team member to be part of the Pass Office Team.


As Team Leader of the Pass Office, you will have strong interpersonal skills, well developed communication skills, sound judgement and an aptitude to perform in a collaborative and energetic environment. In addition to this you will be able to demonstrate your organisational ability and your ability to provide a high level of customer service/support.


Candidates will also have:

  • a keen eye for detail
  • strong critical thinking skills
  • ability to ingest and synthesise information, and
  • interest in learning new subject matter.

Job Specific Requirements


  • The successful applicant will be required to obtain and maintain a Negative Vetting 1 (Confidential/Highly Protected/Secret) security clearance.

Duty Statement


Classification: Parliamentary Service Level 4
Branch: Security Enabling Services Branch
Section: Personnel and Access
Immediate supervisor: Manager Pass Office


Under limited/general direction undertake duties in accordance with the agreed standards for the Parliamentary Service Level 4 classification. The duties will include, but are not limited to, the following:


  • developing and maintaining professional and constructive relationships with all internal and external customers, delivering exceptional customer service and results (in a team environment)
  • interpretation and application of policies and procedures to provide accurate advice to staff and customers and make sound decisions
  • outstanding communications skills, with the ability to provide information and advice to a range of stakeholders in a timely manner
  • organising, prioritising and delegating work for the team using available resources in a timely manner to administer access into the Australian Parliament House
  • working co-operatively in a flexible manner, sharing ideas and encouraging teamwork and dealing with conflicts effectively
  • maintaining records in compliance with DPS records Management policy.


Employees of DPS are required to be able, and to be seen to be able, to provide professional advice and services to all Senators and Members without favour or prejudice.

Salary


Currently, the salary range for this position is $74,730 - $81,202 per annum.


Conditions of Employment


Employment opportunities at Department of Parliamentary Services are subject to a range of conditions prescribed in the Parliamentary Service Act 1999 which include:


  • Australian citizenship – to be eligible for employment with DPS, applicants must be an Australian Citizen.
  • Security clearance and character clearance – the preferred applicant will be required to obtain and maintain a security clearance at the level specified, as well as complete and be deemed suitable through a Nationally Coordinated Criminal History Check.
  • Health assessment – a pre-employment health assessment will be required where there are physical or medical requirements for the role.
